The daily death chart indicates a rise over a seven day average. Same for Florida. Places like Georgia less so.

How do you explain the fact that Florida, Arizona and Texas are now using refrigerated trucks to store COVID corpses because the morgues and funeral homes are full?

That is flat out wrong. Suppressing negative results raises the overall percentage of those testing positive to those testing negative. FL goal was to keep the positive testing rate below 10%. When it went above 10% that is when we started to put back controls. If you have a region who says they have a 100% test positive rate example (say 75 positive out of 75) that raises the testing positive percentage which our controls are based on.

No that mistake does not affect overall total positive count.

Even DeSantis says that there is nothing underhanded going on here.

Prior to the coronavirus, hospitals and laboratories were required to report illnesses under Florida law. DeSantis said during the pandemic, the state asked labs to also report negatives.

“We then said, I think (in) one of my executive orders, report the negatives too,” DeSantis said. “A number of labs who were just simply doing kind of what the default is, which is sending the positives only without sending the negatives and so I don’t think they were trying to be underhanded, those labs, I think that’s kind of what they were doing before this started.”
