My critique of management would be that hiring of people of color at leadership positions is lacking.

Basically a quota system?

From my experience with minorities in my field of work, I find similarities in their experience with quotas. Unanimously they say that quotas are a stigma. Highly qualified individuals can’t overcome the stigma that they are only there because of an artificial quota, not because they are highly qualified.

That’s because there is no such thing. “Systems” are not racist. They can’t be. They don’t think, they don’t act, they don’t feel. Only people can do those things.
