Do your own research. Many countries have such laws to protect children. And some countries that tried to have such laws - like Hungary - have been coerced by higher powers wielding the force of money to drop those laws. The issue has been elevated to one of major importance by authoritarian powers so that societies that disagree - those who want to maintain their traditional values - suffer the hammer of the authoritarians. The laws to protect children are the response of people in nations rejecting the behavior they deem unhealthy and detrimental to individuals and society at large.
So maybe you can find the rationale from the writings in one of those countries. Report back what you find.
