For traditional infrastructure, yes. But while nontraditional, it includes money for broadband improvements, public transit, electric vehicle chargers, reconnecting cut off (minority) neighborhoods, and environmental remediation, all of which involve infrastructure of some sort.

Nothing is clear. The democrats track record on this kind of spending is an embarrassment.
So quick to to call a demise. I prefer more of a wait and see attitude. But I guess that doesn’t go well with the constant Biden bashing.
That seems like an arbitrary division. You could break the bills up even further. There are parts on the human infrastructure side that also help commerce like education and child care.
At the time I was living in NW Arkansas and saw a lot of new construction and rebuilding projects. And they all had signs that informed the public that they were new infrastructure projects. And at the time I was doing a commute between NW Arkansas and the Dallas area. More projects and signs. And some of them I was critical about (i.e. asphalt interstate highways in Oklahoma. But I did see a lot of “shovel ready” jobs being done on the highways and bridges.

Having intimate knowledge of the funding pass through (to the States) systems of the DOT and FAA, I am completely confident that those portions of the funding will go where it is intended, and I have no reason to doubt that the pass through by the other Agencies involved here will do just as well.
The Shovel Ready thing was a ruse, but the funding still ended up in the State capital programs where it was intended to go.
