The dictionary doesn’t know what “human infrastructure” is doublespeak for either… and I’m starting think neither do you.

And either you don’t know that “human infrastructure” is a euphemism, i.e. doublespeak, for “social programs” aka “social welfare” or you are deliberately perpetuating the scam.

I can see how terms are similar, though human infrastructure isn’t necessarily provided by the state, it can be private.

I disagree with your opinion that its a euphemism as that would imply its trying to hide what it is, which its not.
