No. There is no requirement to let them into the country to apply for asylum. Nor do they have to apply in person.

The protocol of 1967, signed by the US, prevents a signature nation from forcing the return of an asylum claimant to the country where they were being persecuted. That would prohibit the return of someone who was a resident of Mexico from being returned to Mexico. It would not preclude a “remain in Mexico” rule from being applied to anyone from a third country who crossed from Mexico.
Indeed, if that were true, the Democrat bill being proposed would be in violation when it rejects asylum seekers when the flood exceeds 5000 per day.
