Is it board or a weak tax base? You know the saying, you can’t get blood from a stone.
Not ours, about the only places that had AC was the main office and MAYBE the teachers lounge. Other than that, nope.
Sweetie we had window AC in our school until about 4-5 years ago.

We had jalousie windows (no cross ventilation-just on one partial wall) no AC or heat when I went to elementary school. This is in South Florida. I don’t have any recollection of ever being uncomfortably hot. It just was what it was.

My dad went to the same school I am working at. He said when he was there, they opened the windows in the classroom and in the gym on the other side of the school and had cross-venting going on and it was fine.
Now, for those who feel it is absolutely necessary (and maybe it is), to have AC etc. because that is really locale specific, take a look at where the money goes. Until you address the waste and over payment of the administration arena the shortage of money will not be solved.

Peters police said four teenagers had been leaving animal carcasses – including a dead deer painted with union initials – along the picket line of striking teachers in the Peters Township School District.
Police Chief Harry Fruecht said his department has identified four boys, ages 16 and 17, who left the dead deer in front of the township high school early Tuesday morning, along with other dead animals.
“We think we got them all,” said Chief Fruecht, who interviewed two of the juveniles and their parents today. “There was no intent to intimidate anybody. It was a prank.”
The carcass was spray painted with the same shade of blue worn by the striking teachers, and the letters “PTFT” were sprayed on the carcass, an apparent reference to the Peters Township Federation of Teachers, the union representing 285 teachers.
