Politicians seek power and will game the system to the maximum extent possible to gain and retain power. This axiom applies equally regardless of party or underlying political motivations.

I think congressional districts should be blind. As close a population as possible with no racial, political, or anythning else looked at. Should be as close as possible to county lines first. Then cities, then neighborhoods.

It has been done in a number of States, but in every case, it was done via a citizen’s initiative. I don’t think a legislature has ever voluntarily surrendered that power and several legislatures of both parties have fought tooth and nail to overturn citizen’s initiatives and get the redistricting power back.

Most States don’t have the citizen’s initiative, thus no way for the public to force the change, as their politicians are certainly not interested in doing it.

They would be remiss not to look at voter registrations and use that information to lay out districts that accurately reflect political demographics. Probably the only way that can be done is if both major parties participate equally in the process. A constitutional amendment might be the only way to accomplish that, cuz there ain’t no way all fifty states will adopt laws to do so.
