At any given time we have about a 30-90 day supply of food in storage, after that things come apart awfully quickly.
All of those “essential workers” are at risk every day of becoming infected themselves, sick themselves, and risk spreading it to everyone they come in contact with so his theory holds no water.
There is no possible way to keep everyone in the country under quarantine awaiting testing and test results. To do so would ensure a complete economic collapse.
