Congress is both houses.

Any bill has to pass both houses to become law.

In fact impeachment cannot possibly reach the the impartiality needed for a criminal trial. The president has way too much power to protect himself as well.

Seditious as hell but you’d have to dig through specific statutes to find the appropriate charges.
