Misleading headline. This would be for all states.

Don’t rent subsidies exist in all states for those who clearly qualify? What is up with all of these duplicate welfare programs, anyway?

That’s one thing I’ll give the Commonwealth credit for—Medicaid & CHP are rolled into one entitlement.
