Why not? Everything else about it is controlled.
Hell, I’ll even support a penny a gallon tax on all fuels for education of oil workers children and development of alternative energy sources to wean us off of it.
To what point? The politicians would just rob the fund to pay for pet projects that have nothing to do with what the tax is assessed for. Take California for instance, they increased gas tax to pay for road construction, repair and maintenance, and already the Governor has authorized (via an EO) some of those funds to increase mass transit and construction of walking paths and bike paths.
