Not the way it works. In early January the Capitol was closed to the public due to Covid-19 restrictions. But on January 6th the Capitol was also a restricted build completely closed to the public. And that was due to the fact that a person who gets 24/7 Secret Service protection (VP Pence) was in the building.
So all of those people who entered were trespassing on a restricted federal building.
