Construction will be funded by a fiscal year 2019 appropriation through which Congress appropriated funds for the construction border barrier in the Rio Grande Valley, and DHS is required to use those funds for their appropriated purpose. This project is consistent with DHSās plan to fulfill the requirements of President Bidenās Proclamation (Proclamation No. 10142, 86 FR 7225 (Jan. 20, 2021)), which ended the diversion of funds for border wall from military projects or other sources while calling for the expenditure of any funds Congress appropriated for barrier construction consistent with their appropriated purpose.
As for Bidenās Proclamation, hereās more relevant text (bold mine):

However today you had two official statements that said the complete opposite thing. Mayorkas is a dirt bag but at least his statement makes some sense. Bidenās stupid comments and that poor little diversity hire kjpās lame defense of his actions today leave anyone with a brain to believe one of them is lying. Mayorkas has lied repeatedly about the state of that borderā¦but at least he sort of made some sense.

Since Inauguration Day 2021 the policies of Joe Biden have led to an invasion of this country thru our wide open southern border. Those
Policies have gotten 100000 or more Americans killed, have literally led to the loss of 85000 immigrant children who have probably now been placed into some form of indentured servitudeā¦the damage he has done can never be undone.

Iāll be blunt. Youāre right that heās moving on this because of polls. And I really donāt care that heās breaking a promise. (To me, campaign promises from just about anyone arenāt worth the bytes it takes to record them.) I donāt care what it took to move Brandon on this. The important thing to me is that he moved.
