It slows would-be trespassers down so that border patrol personnel, alerted by smart technology, can get to the breach site and prevent illegal entry. Maybe signs saying, “persons seen damaging this wall will be shot” should be included. After a few deaths, word would get around.

How would the Dems’ border security option be better. It would be the same, but without the delay factor.

You should visit a home improvement store. There are many battery operated Cutting wheels available. I like the torque that s Makita lithium will give you. Why heck Ive cut through gun safes with s basic grinder with a big cutting wheel before

Gun safes until you get up to the very expensive high end models are no more secure than a wall locker.

The bollards have a 1/2" thick steel exterior then 35,000 ft-lbs concrete with rebar reinforcement.

It isn’t possible to cut through all of that easily or quickly and certainly not with a cordless power tool unless you brought along a whole lot of batteries.

Those aren’t cordless tools and you’d burn up many boxes of those blades attempting to cut through the bollards running them dry.

A very expensive, loud, time consuming activity.
