Congress and the Executive have a Constitutional ordered mandate that they seem to ignore about the funding and use of military to defend States from a foreign invasion? Well let us read the clear language of Article 4 Section 4 - no funding argument is required as Statutes are overruled by the Constitution?

U.S. Constitution - Article 4 Section 4

The United States shall guarantee to every State in this Union a RepublicanForm of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence.
