No controlling. The games will still be televised. Japan vaccination rate is only at 2.4%. They have the oldest population in the world. I can see why they don’t want to risk it.
I don’t think it’s an effort problem. Probably logistics. Every country that didn’t develop their own vaccine domestically is probably having the same issue.

An indication of worse to come was the available stock of vaccine as of March 1 – 1400 boxes representing 1.35 million to 1.6 million jabs. “At this rate,” fumes one doctor to Playboy, “it will take 16 years to get everyone fully vaccinated.”

The fuming doctor was probably an idiot from New Jersey who has not been out of his house in a year and thinks Tokyo is some teriyaki restaurant in the strip mall.

Most of the citizens I know are cool with it. There are a few “Woke” citizens lighting their hair on fire. You should visit Japan someday to learn about the Japanese people. It is a beautiful country.
