It would pass the senate. However the Dem’s won’t allow a vote to be held. They know they won’t be able to stop it. So they won’t allow a vote to be held.
There is no filibuster at the present time. Mitch McConnell is refusing to put the C.R. up for a vote, presumably because he knows it will fail. Trump declared this was his shutdown last week… whether or not you support him… you have to give him credit for clearly taking responsibility. In previous shutdowns there has been all this ludicrous fingerprinting. I think its great o have a shutdown with an unquestioned author and owner. As a Conservative, I think individual responsibility is something we should demand.

What aspect of Senate procedure allows the Democrats to determine whether to vote. Its McConnell’s call all the way. He needs to introduce a motion for cloture, or invoke the nuclear option. The former will fail, no one knows what happens in the latter case, but McConnell has been clear he will not go that path.
If it went to a vote in the senate (if the dems would say: We don’t need a cloture vote, we are not going to filibuster this bill), I’m confident it would pass the Senate.

Because they recieved pressure from Conservative house members and the president to put in the 5 billion in spending. They chose to do so.
