While David Foster Wallace never worked for the IRS, he gives the reader a perfect understand of a bureaucracy. I would refer you to Russian 19th century authors for the same stories but I like you too much as a poster to torture you

Let’s cast aside the term “bureaucrats” which is a loaded, pejorative term anyhow and look at this in a different light.
There are Officers of the United States, both principle and inferior. Principle Officers are always appointed by the President by and with the advice and consent of the Senate. Inferior Officers are appointed by the President alone, by the heads of departments or by the courts of law.
Then you have employees of the United States. Almost all employees are civil service. A very small number are political appointees under Schedule C or exception by statute or a limited number of other cases.
Civil Service employees are non-policy making. They assist the policy makers or they simply do their job, such as a Park Ranger.
The over 9,000 excepted service, Schedule C and other non-career employees, along with the Officers, are the ones that make policy. And ALL of them are either directly or indirectly hired by and under the control of the President. They can all be found in the Plum Book linked to below.
The remaining almost 3 million are careerists who are protected by law, but who do not make policy.
Careerists ARE put into policy making jobs from time to time, but that is completely under the discretion of the President or department head, who can remove them and send them back to a non-policy job. Sometimes you need a careerist who is competent in the field, not a politic hack who is only in the job because he was able to raise money or votes. But they are put in those positions by political appointees and work under the direct control of political appointees and can be sent back to a regular civil service job at any time.
