Here’s my competing hypothesis:

No Trump Rally in the past was violent. The police “analysts” dismissed the chatter about violence as idle threats. They planned for they thought would happen instead of what could happen.

They vastly overestimated their own capabilities and tolerated the risk, probably at least in part to avoid the perception of militarizing the police and that they were afraid. They tolerated the risk.

And then they got overwhelmed and somebody made the decision on the interest of officer safety and optics to stand down.

Same thing happened several times over the summer. Institutional memory of Kent State-type outcomes.

A good hypothesis.
