An assessment is just an amalgamation of what is known and someone makes a judgement then as to what is presented to the NSC, President etc.
There’s very little in the intel world that is hard fact which is why analysts rate what is known with varying levels of "confidence.
No matter which party is in power there’s a lot of politics and agenda involved with the final product we see or what is leaked.

I have not said Russia is not doing something, I am saying we have not been told what they are supposed to be doing and how this is known.
If someone tells me they have a great secret but they can’t give me details, I can’t really deny that they have a great secret. I just don’t know, now do I?
