Congress is the only people that CAN make laws. You could quote the rest of it if you are interested in making it clear.

Where do you come up with this nonsense? It did not clarify anything. The BoR is about identifying specific individual (and State) Rights … enumerated limitations on the power of the government over the people. Even the rest of the subsequent Amendments, with the obvious exception if the 18th, are about individual rights.
