Most tax credits aren’t refundable. In fact, only 4 are. EITC, child care tax credit, and two for ACA premiums, one for individuals and one for small business.
Every other tax credit is non-refundable.
Out of all the $3 trillion in spending, the total costs of these 4 items is about $150 billion.
