Yes, the pretext of maintaining Canadian independence is the basis for the funding.
The reality is that Trudeau appears to be a puppet of Washington. Biden gave the order to end the trucker protest using federal authority, and Trudeau responded with the unprecedented state of emergency.
Canada appears to be a test case for what will happen in the US.

I also find this statement from the WEF bio to be very ironic:

Progs make up their own lexicon so that they can say one thing but mean another. Who the hell knows what she thinks “democracy” and “human rights” mean.
