Those things are pretty hard to call an attempt to fix anything, when you consider the very department that is tasked with doing those tests was basically gutted.

If there were 500 people doing the tests before the cuts to the department, and now there are 200, its pretty silly to then call for CONTINUED ENHANCED monitoring, as there are less people doing the job. 200 people continuing to do the testing can’t possibly be as enhanced as 500 people doing it, now can it? But only having 200 do the job sure will make it easier for the cane producers to pollute the hell out of the waterways. Of that, we can be sure.
