You would have to determine whether that 21% is in their situation because of systematic racism or whether they are there because of their own choices or that of their parents.

At one point almost every black person was poor in this country. Large amounts of black wealth was basically non-existent in the south until the 1960s.

The fact that 79% of blacks are out of poverty means that we’ve made some great progress considering just a generation ago wealthy blacks outside of the entertainment industry were as rare as milk from a bull.
