The legal issue of course. It is the only power granted to the state by the people. There’s no way they could have legally punished the slavers.
But because of that the southern blacks ultimately got shafted. That was the ultimate result.

It didn’t happen so it’s impossible to know the outcome.
We are still impacted by what happened and by extension what didn’t happen.
The question isn’t whether it affects us or not.
The question is how we move keep moving forward from what happened.
It was collective trauma felt through generations. But I feel strongly that it was a tragedy for everyone. Black and white.

I can see this being a really big win for a lot of Cities.
Years ago before Welfare Reforms Chicago was inundated with welfare rats from other cities and states flocking to Chi Town which had relatively sweet welfare benefits comparatively.
California as a state could do this on a national scale attracting those who think they are entitled to reparations instead of making their own way in life like the rest of America.
Kind of an “everybody Wins” scenario?
