They were already expanding the war in 1962 and 1963, sending more and more advisors every month and they started participating in combat operations alongside the ARVN forces they were training. That would have continued and expanded once the military determined they would need to directly intervene with conventional forces. These things take on a life of their own after awhile.
Johnson ultimately had other ambitions (the Great Society was his real passion) but he trusted the defense establishment’s conclusion that the only way to stop North Vietnam was the insertion of large numbers of conventional US forces.
It was a terrible mistake on his part, since the expansion of the Vietnam War would ultimately kill his political ambitions for the future and he is lucky congress went along with the Great Society in 1968.
