George W. Bush had a similar floor with somewhere around 30% his second term. Because around 30% are partisan base that’s really hard to reason with, many low information voters.

Joe Biden’s biggest supporter is the Media that covers for every screw up he makes.
I also remember the Democrats telling us that George W. Bush stole the election from Al Gore.

George Bush also stole the election against Kerry per Democrat groups and Kerry himself. There were lawsuits by Democratic groups to stop the steal. They failed. Kerry was whining in 2006 that it was “undemocratic”.
Of course, unlike now, this wasn’t a threat to our mocracy.

Most people don’t trust the media these days. Doubt that’s a huge factor.
That confidence has fallen almost every year since. Now, according to Gallup, just 36% of people say they have at least a fair amount of trust in the media. In 2016, trust was at an all-time low of 32%
