Her nationality should not disqualify her from the role. That’s no different than saying you can’t let that person have a certain government job in America because they’re black.
It is a bit like the US having a Palestinian-American as Secretary of State. It only makes sense if you want to send a strong anti-Israeli message.

Sorting out Soviet losses for each of the republics is difficult.
Of the nations in Europe, Poland had the highest losses as a percentage of its pre-war population. In absolute numbers, the Soviet Union and China had the highest losses.
The US and Canada are near the bottom no matter how you look at it. The North American continent never experienced enemy invasion, occupation, or air strikes so there were very few civilian casualties.
