If one ignores per capita metrics the USA has recorded 155,398 COVID-19 deaths. Australia has recorded 232 COVID-19 deaths. That means that Australia has recorded 155,166 fewer COVID-19 deaths than the USA.

Let’s talk next about overall death rates 2020 vs 2019:

USA 8.880 thus far in 2020 vs 8.782 for all of 2019.

Australia 6.647 thus far in 2020 vs 6.622 for all of 2019.

Most interesting here is USA with over 150,000 covid-19 deaths rate in 2020 isn’t a lot higher.

What are we considering recovered?

The Federal government must rely on each state-locality to turn in their own stats daily which summarize such things as positive tests, recoveries and deaths. Then its up to the various Federal Government agencies like the CDC to receive this data and run various summary reports and the like.
