Indirectly is how I have always understood Mexico to be paying.

The US has to fund it.

It is childish to think there was a chance Mexico would hand over pesos for the barrier.

Once constructed Mexico will be paying. I would add a border fee, but Trump and Congress appear nicer than I am.
