No, it’s not clear that the word “that” in the statement was in reference to rape.

This article seems to say this is what preceded the remark.

Let’s frame the hypothetical question so that there’s some sort of reality to it…and not some lib fairy tale. How can it be proven? Is there an eye witness? How is it that this over 30 year old allegation could be proven? Now I know I’m asking a lot of you but…think?

Perhaps he meant that minors shouldn’t be held accountable for their actions their entire life…at least not where there was no rape.
But when a liberal says something is the gist of what a conservative said, instead of quoting them, you can be sure its the exact opposite of what was said.
