Anyone that kills a bald Eagle should be charged.

Today, Florida, has one of the densest concentrations of nesting bald eagles in the lower 48 states. While no longer listed under the U.S. Endangered Species Act or the Florida Endangered and Threatened Species rules, bald eagles remain protected by both the state eagle rule (68A-16.002, F.A.C.) and federal law.
except for natives for religious purposes, no one should go around killing bald eagles.

Native Americans (duly enrolled members of tribes) are eligible to apply to receive feathers and parts of deceased eagles from a repository maintained by the United States Fish and Wildlife Service.
When a captive eagle dies or a carcass of a wild eagle is found, they are sent to the repository which removes the feathers, beak and talons and distributes those to Native Americans.
