But hold up…So the guy who did have “that killer look and killer instinct” ended up being the governor of California.

Pretty much.
Cameron went through a few ideas when he was casting. OJ was an early consideration. Eventually he settled on a choice between two guys, Arnold or another weightlifter named Franco Columbo. Arnold got the job because he looked more intimidating than Columbo and Cameron felt that his thick German accent would be more “other” and “robotic” for the role to an American audience.
But Columbo did get a consolation prize in the movie. The scene where Kyle Reese is telling Sarah Connor about what the future is like and how the T-800s became Skynet’s main man hunters and you see a T-800 break into a human hideout and start gunning people down. The guy in that scene is Franco Colombo.
