I found the transcript of the bombshell conversation and he never actually said it was unconstitutional just that he thinks he doubts it is.

The government over the past couple of decades has changed the rules regarding insurance which kept insurance companies in a disarray at times. I found it best to let everyone get their own and I pay 100% up to an agreed amount. Whether they chose “transgender care” is up to them.
