The Obama administration used the machinery of government well before the IRS spy scandal. They were emboldened when caught red-handed using the IRS against conservative Americans. They destroyed evidence and got off scott free. Same with fast and furious. Why wouldn’t they think they could do the same thing with Justice and the FBI.
