Logical meaning of “AND” is that both conditions must be met to qualify.

I remember reading it was both before and therefore assumed the quote above where it say “and” was valid.
If fact it appears the law allows for being a LPR “or” eligible to work.
But of course one must be legally recognized to be able to work.

If they beat the I-9 requirements as you say, then the new law has no impact since they already beat the system and can just register as a regular citizen.
It would have no impact on poll workers, that screening is done as part of the voter registration process. Once they are registered, they just show up on the voter rolls which is what the poll worker deals with.

That was in references to claims about simply having a fake SS# or ID. It made not claim as to the I-9 proving citizenship. The assumption is that the fake SS@ or ID demonstrates citizenship, not the I-9 proving it.
