“Two years ago, a person arrested would be in custody and set to be arraigned in 72 hours,” said Moore. “Today, that process is, with the zero-bail, that person is in and out back in the community and their next court appearance is an arraignment that’s four or five months out.”
Moore said homicides have gone up about 50% since 2019 and aggravated assaults have gone up about 16%.

If people who are released on recognizance are committing crimes then the problem isn’t the lack of bail, its that the people responsible for determining if an offender is a threat or flight risk are not doing a good job.

Bragg’s policy doesn’t refer to homicides and aggravated assaults. Are you implying that people who are arrested for non-violent offenses and released on recognizance are going and killing people?
Facts First: There’s no clear evidence linking bail reforms – which have been in place for years in some cities – to the recent rise in violent crimes. In fact, the majority of cities that have seen increases in crime have not eliminated cash bail. Many variables have contributed to the increases Graham is referencing but CNN has seen no evidence to suggest that bail reform is a major factor.
Several states and jurisdictions have passed bail reform to varying degrees for misdemeanor offenses. Washington, DC, removed cash bail in most cases in 1992. New Mexico largely eliminated it in 2016. In 2017, Cook County, Illinois, passed significant bail reform. The state of Illinois eliminated the practice in February but the change won’t go into effect until 2023. New Jersey largely removed cash bail in 2017 and Alaska largely ended its cash bail system in 2018.
New York state passed legislation in 2019 on bail reform, making “release before trial automatic for most people accused of misdemeanors and nonviolent felonies,” according to the Vera Institute of Justice. Three months after the law went into effect it was amended to allow judges more situations to institute cash bail. In March, the California Supreme Court ruled that defendants could not be jailed before their trials simply because they cannot afford their set bail.
However, the increase in crime has occurred in cities across the country, not just those with bail reform measures. According to a report from the Major Cities Chiefs Association, out of the 66 largest police jurisdictions, 63 saw an increase in at least one category of violent crimes in 2020, CNN reported.
The vast majority of these cities have not passed reforms eliminating bail.
Experts have noted that the increases in crime during the pandemic are not due to a single factor but rather to a “perfect storm” of events and changes including the subsequent economic collapse, changes in policing and more.

Guess my interpretation of the memo was wrong. Despite that, its still too soon to see if his policies will make Manhattan less safe unless you have evidence that Rolon robbed the drug store because of the memo.

Can you explain to me the purpose of reducing the weapons charge in the name of second chances, when there already is another felony on the person’s record? I really don’t get it since it won’t reduce the felony charge of the burglary. It’s not going to make the other felony go away. I really don’t see what the point of this is.
My guess is to distinguish between violent and non violent crime since the reduction to a misdemeanor for the weapons charge is predicated on that the weapon was not used in a way that could have posed a threat.
One can make an argument against that idea… I could probably find points of agreement… but this scare tactic of saying that armed robbery will get just a desk appearance ticket is silly.

Actually, the evidence has already proven the policy is not only “silly” but a threat to the law-abiding, hard-working citizens of Manhattan.
Bail reform expanded Desk Appearance Ticket criteria where arrestees are released pre-arraignment from the station house,
Looking at those who received DAT’s in 2020:
14.2% have been re-arrests at least once since their DAT vs 9.9% in 2019. (2,314 re-arrestees vs 1,482 re-arrestees in 2019.)
27% of those re-arrests were for 7 majors vs. 11.9% in 2019. (1,339 7 majors arrests vs 296 in 2019.)
Some of the new felony Desk Appearance Categories have higher failure to appear rates for court:
From January 1-April 30, 22% of Grand Larceny Auto arrestees that received a DAT failed to appear for arraignment.
For the same time period, 19.8% of felony drug arrestees that received a DAT failed to appear for arraignment.
So far this year, the Department has issued desk appearance tickets to 130 arrestees who committed Grand Larceny Auto versus none last year.
