Of course it would be voter fraud. But if a county has not acted on repeated notifications of a change of name and address for 15 years, many people would assume that the county is so inefficient, careless or busy to take the time to match signatures. The only safeguard here, other than the fact that I have no interest in casting a vote other than my own, is that her weird Picasso-eque signature would take a much better forger than I to reproduce. One only has to look to the active messenger ballot operation that has gone on in an adjacent county for years to conclude that the most secure ballot is the ballot cast in person.
