I stayed at a holiday inn express and watched both seasons of the diplomat so i am going to guess they had to start small and somebody needed to be there

they don’t have a water reservoir problem, they have a water pumping problem. Places like The Palisades are fed by million gallon water tanks, three in the case of that town which ran out in less than 48 hours. Guess what happens when more water goes out than comes in via pumping uphill, no water pressure.
