We have had several incidents over the last five years, here in Georgia, where the state or city of Atlanta have had to return federal grant money to Washington either because it wasn’t spent, the project was cancelled, or at least part of the money was diverted to other use. Even though it was only in the millions each time, if it can happen here, there is no reason why California should be treated differently.
