Kentucky’s 5th Congressional District, which accounts for around 1/3 of Kentucky’s geography, is the 2nd poorest district in the country. But hey, it’s a beautiful state, or something.

Kentucky is the 9th-poorest state in the country. When you look at all the surrounding states, KY and WV stick out like a sore thumb.

They are not though. Cal and NY are. You have to take in the cost of living. Not just the federal poverty line.

Here are the rankings when poverty rate, unemployment rate and median income are taken into account…as you can see the ten poorest states are red.
Here’s a cost of living adjusted one. California and New York still rank relatively high even taking COLA into account- the aforementioned red states still rank low, even with cheap housing.
I’m going to look at this further and try to put it into graph form later, but it doesn’t support your hypothesis.
