I wouldn’t necessarily conclude that. Both Romney and Trump won that Congressional district by 11.6%.
One election has you give this opinion? Where NC is a slightly red state?

Nope…too early. One election is not a trend.
But it would be something to keep an eye on…
If trump won it by 11.6. And this spread shrunk…one has to consider what might happen…

Low turnout election. In 2018 the winner had 140,000 votes, this time only 93,700+.

Pretty high turnout for a special election. Both bases showed up. We will see where the swing voters go in 2020.
