Who would decide what is on the test and Who would administer it? Federal or state level?
Who would fund it? It is not something you could expect citizens to pay for as that would be effectively a poll tax to vote?
Would this apply to all elections at the federal level?

Are you claiming that there has been ZERO terrorists who have crossed our borders, that every single one that has attempted has been aprehended?
Are you claiming that there have been ZERO terrorists who were part of the 1.5 million known (by known, it means observed by surveillance means, or by Border agents but not caught or identified) who have crossed the border?
