they are separate and equal branches of government with differing constitutional responsibilities. within the senate and house the party structure allows for their to be an organized (loyal or otherwise) opposition. If the senate majority and President are of differing parties they become his opposition, if they are the same they become the majorities and by extension his opposition. without parties the organization for this would not exist and the executive power would increase.
