Those earlier communication failure incidents do not constitute false alarms, they are simply what happened. A false alarm would be that the sub crew reported issues when none existed. But either way, whether the loss of communications was equipment failure or the results of implosion, there was absolutely nothing anyone on the surface could do about it except wait (and hope) that they popped to the surface. When, after waiting the amount of time that they estimated it would take for them to come up and they saw nothing, that was the appropriate time to call for help to find them on the surface. However, finding them stranded on the bottom and retrieving them alive, was never a realistic expectation.
