In the above example, the 16 year old knows he has no value or skill but is willing to learn and is grateful for the opportunity at minimum wage.
Or, the 16 year old could say he is worth more than minimum wage. With an attitude like that, he’ll be turned away by pretty much everyone.
There are a lot of people with the latter attitude these days.

InNOut is starting at 17 bucks hour, so if the kid just wants a job then he can try there.

Dude, it’s a pretty big cup. The Americano. I pay 3 dollars for a Dunkin’ Donuts small coffee every day on my way home from work. Yeah it’s $2.25, I just give them 3 and drive off.

If the kid wants to grow up to be a future journeyman then he is gonna find the best apprenticeship for him that may or may not include wage in his consideration.
Or he can be an aspiring InNOut manager they make over 100k a year 
The point is business are in competition for labor, labor is in demand and it’s only natural that folks will use that in their favor they would be dumb not to.

Maybe the “need” for a $20hr “living” wage is rooted, in part, in lifestyle choices. Frequent meals in restaurants rather than cooking at home… $25/week (or more) in take-out coffee… Gaming subscriptions… Premium TV packages… Designer clothes… I could list countless things that are not necessary. We live in a consumerism society. It’s almost anathema to suggest that someone consider working 10 hours of overtime instead of spending those 10 hours playing Fortnight.

Sob stories aside, I fully believe people make their own beds. But when I was growing up in the 80s, it was fairly easy to find a halfway decent paying job straight out of high school. Things have changed in that regard. Or is it just my perception? Back then as soon as you turned 18 or 19 you left that Burger King or 7/11 crap job. But you have to want it. Those type of jobs never have and never will pay a living wage.
I don’t know what it would take. Locking up those that hire illegals is just one possibility. They come here with hope. Take that hope away and they’ll stop coming.
