However not germane to the discussion about timing of mail in ballots. In some (if not most) states, ballots that are postmarked by election day will be counted baring other disqualifying aspects such as not signing the ballot.

That is clearly not true. They could not count for many reasons despite being postmarked by Nov 3.

The discussion is about mail in ballots counting if postmarked and delivered by USPS.

Of course there are other reasons a mail in ballot can be disqualified, for example is fails security checks. The individual didn’t sign it.

But properly submitted mail in ballots postmarked by USPS by November 3rd are counted (in the vast majority of states if not all).
