The discussion is about mail in ballots counting if postmarked and delivered by USPS.
Of course there are other reasons a mail in ballot can be disqualified, for example is fails security checks. The individual didn’t sign it.
But properly submitted mail in ballots postmarked by USPS by November 3rd are counted (in the vast majority of states if not all).
