It’s not 90%, but tax rates dropping by 1/5th is pretty large. Especially when that tax rate is affecting far more people today than it did in 1950. That’s a large chunk of tax revenue that’s not being generated. Think of all the good things the government could do with that money.

There’s something to be said about good infrastructure, good schools, good services, etc.
